Angola and ICAO sign assistance agreement for the new Luanda airport

The Assistance Agreement for the Operationalization of the new Dr. António Agostinho Neto International Airport in Luanda, which runs from August until 2025, was signed by the Angolan Minister of Transport, Ricardo de Abreu, and the Secretary General of ICAO, Juan Carlos Salazar.

According to the press release from the Angolan Ministry of Transport, the agreement includes monitoring and supervision of the process related to the airport's operation, its certification process, and the transfer of airport management to the concessionaire to be selected through a public tender. The Angolan Minister of Transport, quoted in the statement, expressed satisfaction with ICAO's recognition of the work done and the progress made in the field of Angolan civil aviation.

"I am very pleased with the warm and respectful reception we received here in Seoul by ICAO during the Global Implementation Support Symposium. We were received at the highest level by the Secretary General and his team, as well as by my South Korean counterpart," emphasized Ricardo de Abreu. The Ministry of Transport is preparing the conditions for the operational transition of the new Dr. António Agostinho Neto International Airport in Luanda (AIAAN), which is in its final construction phase, with the start of cargo operations expected soon after the inauguration of the project. This operational transition, the statement highlights, will take place across all areas of the civil aviation system, aiming for satisfactory results in the certification process. "Consequently, and highlighting the strategic nature of this transfer project, the ministry requested technical assistance from ICAO for the supervision of operational aspects, which led to the signing of the agreement between the parties today," the document states. For the implementation of Project AGO23801, ICAO will assign an airport operational assistance expert to Angola to assist the Ministry of Transport with the necessary supervision and monitoring activities.
